What are these brackets for?

Can anyone tell me what is supposed to attach to these two chrome brackets in back of the front grill?

Based on year, and grille assembly, application 64 vs 65, and front grille, they are for Grille mounting.
Not sure but looks like a 65 grille on a 64 upper bumper bar.
Is it possible a new upper bumper bar (rechrome exchange) was installed on car in past life?

Sorry, Raven, I should have indicated the vehicle is a '65. I am at least the fourth owner, so I can't say what has been replaced on the front end in the past. I wasn't aware of any differences in the 64 vs 65 front chrome.

Does anyone have a picture of how these brackets attach to the body, etc.?

The brackets are part of the 64 front bumper and are placed on to the bumper so that the mounting tabs on the 64 grill line up with them. On the 65 the grill was revised and these brackets where deleted from the 65 model year bumpers, lots of the 65 models no longer have the bumpers that they where built with and may have been replaced with 64 bumpers from the exchange progams that where available in the day.

The grille brackets are part of the Upper Impact bar bumper assembly and do not mount to the body in any way. If you check your shop manual under Group 17 Body, Doors, Windows. Then check the Front bumper section you will see in a rough explanation of their use.
In the photo you are seeing the bracket tab that the grille bolts to in the case of 64, but not used in a 65 application. The grille had fewer mounting points in 65 so the centre bumper tabs were not used.
