Much as I hate to say it, you'll have to reduce the size of the photo to a size that can be inserted before you can do anything else. "Freeware" is available to do this and might be embedded in some programs you already use. You can also go online and find a picture resizer - Google-search 'picture resizer free' to see what's out there. Or, make friends with someone who can open the photo and save it down as a smaller image, then insert it for your signature. Personally, I use something called ' PIXresizer' on my laptop when working on photos for the Scoop or the OFS manuals if I plan to place something online, or I resort to a photoshop-type program or a high-end PDF editor that's available to me which will let me open, resize and save JPG images. Others can offer suggestions of places you can find and download free photo resizing programs.

Can I post a video in a message? What file types are accepted?

I'm not aware that you can add video clips with the way we're currently set up. That is a question for our website administrator, but my suspicion is that we currently don't have the capability.

Can it be added it the future? That would depend on what it would cost VTCI to offer it - it may come down to future upgrades and introduction of a 'paywall' with added features for dues-paying members.

Well, these days anyone can open a free account on YouTube or some other video streaming service. You can put your videos up there and post a link. Videos take up a fair amount of server space, if this forum's space is limited, maybe that's why they are not accommodated currently.

I just took a look at the attachment capabilities. I noticed that our attachment size limit was 4MB. I bumped it to 10MB. Depending on compression, videos can get a lot larger than that.

I'm attaching a screen shot of the 'Downloadable Files' extensions that could be supported. Many are video formats. Note that currently 'Downloadable Files' are NOT enabled/supported at all (feature is disabled). I guess it increases the risk of something malicious begin propagated via the forums.

I'm also posting a screen shot of the image files supported. If you have other image formats you'd like to see, I can try to add them.

For YouTube, I think it's probably easiest to just paste in the URL. I could add a 'youtube' BBCode where you could just add the video ID using the following format rather than the full URL, but I feel like it may be easier to just paste the full link:
