Fuel filler pipe
The PO replaced the tank but did not seat the filler pipe and grommet correctly,so gas pours out when filled to that level. Crawling underneath I can see the grommet not seated and partially pulled away from the tank. Can I simple undo the four hex nuts on the flange of the filler pipe located under the gas flap and wiggle the pipe out enough to reseat the rubber grommet?thank you,

It's been a few years since I replaced the gas tank on my '68, but once I had it clamped in place I was not able to install the filler pipe. As I recall the issue was that I had to first install the rubber seal in the tank, and then try to slide the tube into the seal. But the bend in the tube kept me from getting enough force on the upper end of the tube to force it into the seal, even after applying lubricant to the seal. (The lips on the seal was too large to go into the tank with the tube in place.) So I gave up and cut the tube into two pieces, slid one piece into the seal, and joined it to the upper section with a section of industrial rubber tubing and hose clamps. It has been several years without any signs of leakage at the seal or the tube tubing.
I got the tubing and clamps from McMaster-Carr:
