1977-1979 inoperable clock reason

When it comes to the clocks in this generation, what is the general reason they don't work? My dash is in great condition, and I have no idea why it doesn't work. I have the standard dash cluster, and have been unable to find a working replacement for it.

Hi, I just pulled my inoperable clock, sprayed it with some alcohol and applied a synthetic lubricant from amazon and it fired right up. I had to tweak the escapement slightly and it would run a rotation in my hand. Once I connected it back to the battery it continued normal operation. This YouTube video starting at about 23 min has an excellent example of the fix.
