Does it matter what side of the belts ride on the pulleys of a 390 no A/C, smooth side or cog side?

This is a confusing question.
The cog side is the inside of the belt. The pulleys go on the inside. I don't know how it could be any other way. Sometimes a tensioner rides on the outside of the belt, but there are none on these cars.

I took this pic. before I put in the new water pump and timing chain, I was looking at the picture and saw the cogs on the belt facing up in the pic. I was wondering if it was the right set up.

That is just a peculiarity to that particular brand of belt. Those belts in that picture are installed correctly.
The cross section of the belt is a "V", thus the name V-belt. The point of the "V" goes into the groove of the pulley. It would be very difficult to do it wrong.
