A/C Heater Vents

I have a 64 Bird. The A/C not cooling enough because I found out the heater vents are not closing at all when I bring the lever to Resirc. Also, the Resirculation vent doesn't open sometimes. The heater vents are too tough to close by hand. The Resirc vent I can open by pushing in, but wont stay open most of the time. I believe it to be a vacuum issue. All other parts of the ventilation system seem to work. I can switch to Heater and to Defrost with no problem. I would like to make it all work, but being in Florida, I really just need to A/C to work. Any ideas, or how can I get the Heater vents closed without butchering the system?
