1956 rear bumper centre section

Hi, I've recently purchased a 56 TBird and I'm in the process of cleaning up a bunch of deficiencies. The inside of the rear bumper centre section is painted black (body color). Doesn't seem right to me. What should it be? Thanks!

Are you talking about the stone guard that folds down when you release the lever for the spare?

No, this is the actual chrome bumper centre section. After I stripped the black paint off it was a dull silver color.

The back side of that bumper piece is not painted from the factory.. It usually is chrome, but not like the outside.

would buffing out the center section bring out the chrome shine?
