If you are really intent with getting that screw on fuel pump canister off, try using an oil filter wrench.
I think it would tighten enough to grip the canister.

My first impression would be that when you move the steering column to the right, it is hitting up against the wiring harness that controls the gauges. For the most part, here in So Cal, we had a summer like winter.
January and February were mostly in the upper seventies and eighties, with a few days in the nineties.
We really didn't have a winter this year.
