Your issue has been around for a long long time. Many different repairs have been tried, from inserting a small piecr of sand paper in the ball sockets to gluing the assemblies together. Nope. Never had that problem, as my Dad would not let me put one in my Mom s car. When I did get my first car, my Landau, I never put one in, as CB s were the rage, and I had one of those. Breaker Breaker, White Bird, anyone out there!!

Constant Voltage Regulator, and described further back of post for voltage value, and is now produced electronically, so no choke would be necesary if a repo was used. But if old cvr is used, a choke maybe necessary.

You can remove top plate cover of carb very simply. A) remove air filter cannister B) remove air filter mounting stud in centre top of carb body C) remove the 8 slotted cover screws. 2 at front edge of carb body, 2 at rear edge of carb body, and the 4 around the centre air horn above the butterflies...

In simple electrical terms, it would be a " resistor" if manufactured as you have sketched it. Any single wire wrapped in a coil and used in a series circuit is a resistor, which would reduce voltage, and generate heat. So possibly giving you 12v from 14v. Being home made a value of resist...
