You might want to hook up a jumper wire across the NSS contacts to see if the switch is good. With the wire in place, turn the key and see if the starter engages.

That's what this is, an in-line blade-type fuse. I installed it when I installed the relays.

Turns out, the relays were good. The problem was the fuse holder for the high-beam fuse. The fuse seems to work its way up and doesn't stay seated. When I press it down, everything's fine.

Follow-up: I installed my new dimmer switch today. Made no difference. I have low-beam lights, but when I press the dimmer switch, I have no headlights at all. The red high-beam indicator comes on, but no headlights. As I said in my original post, I already checked the connections and fuses. I think...

I'm going to try some 3M weatherstrip adhesive. I was trying to avoid that because the previous owner used so much it was a huge mess trying to remove it. Thanks for the tip.

Thanks for all the suggestions. I took a look at the high-beam switch on the floor. The rubber connector looks like it's partially melted at one corner. What does that suggest? Should I replace the high-beam switch and see if that solves the problem?

I have the same exterior and interior color. When I got the car, I had to dye my door panels and the dash. I went to an auto paint store in my area and gave them a sample. They did a great job with the color match. Panels/dash still look good after nearly 10 years.

Thanks for the tips about a replacement unit. I know a lot of them are junk. I have my eyes on a "new" one on eBay (still in the Motorcraft box).
