You will always read continuity to ground from the Field and Armature terminals on a generator. It will not be 0 but will be the resistance of the field coils and windings in the armature.

You do realize that the original wheels were 14" diameter x 5-1/2" wide. Looking at a 225/75R15 Goodyear on Tire Rack:
It has a diameter of 28.3" which gives a circumference of 629"
