I would suspect a failed / defective ignition key switch. Sounds like it is stuck in the 'ACC' position, even though the key has been removed.

Just my 2 cents worth ... The '69 (just like my '71) is likely never to be worth a great deal, so I would be hesitant to invest a great deal of money into the car. Story would be different if this particular car was special to you for other reasons. Having said that, I have always believed that once...

Icon, many thanks for the reply. Unfortunately, those are the 2 booklets that I already have in the glovebox. It look like Ford did not issue a traditional owner's manual in 1971. Thanks again.

Success! My shop manual arrived in the mail, and eureka! it described having to remove the clear lens/mask assembly in front of the gauges to get at the bulbs. By golly, it worked! The plastic/metal push pin/rivet retainers were somewhat fiddly, but in the end the job was completed.
