That "missing tooth" is the keyway for orienting the spline at the end of the steering column. This prevents the column from going back together incorrectly. The hard thing to do is to match up the keyway you've photographed with the spline on the end of the steering column. When you inser...

It goes in only one way so the two spokes on the steering wheel lie horizontally when the wheels are straight. As I recall, one tooth is longer than the others. This one must precisely fit into the keyway. I didn't find any other way to get the column in other than a lengthy trial-and-error process.

I recently removed and replaced my 1955's steering column. It required two people to do it. You have to have the splines at the end and the key all perfectly lined up, but you can't see them so it's a trial-and-error process. I removed my steering column last year with the help of a notable Thunderbird mechanic to replace the chrome. We did not have to remove the steering box.
