That’s the fresh air intake vent. Rain drains out the vent tubes you mentioned between the firewall and rear splash shield. No water should be on your feet even if the drain hoses are missing. My guess is the top down relay is sticky. They just don’t get operated enough. I’ve used a 12V source and “exercised” a sticky relay before and it seemed to get it functioning.
