Thurderbird 1960 - steering pumps when turned

My old friend has a 1960 Thunderbird and it has an issue with pumping steering which been unsolved now more that a year. New parts are installed, everything has been done, but no change. It does the same in slow walking speed and high speed. It is a bit more clearly kicking the steering wheel when turning to left, but quite a heavy also when turning to the right.

Because it does it kicking in slow speed, it cannot be a mechanical, issue, but something hydraulically - right?

The new parts are from US and for 1962 model, I assume. But no difference; the same kicking continues.

The belt is not slipping and sliding.

Any ideas where to continue surgery?

There are different sizes of ports/seals inside these various years of control valves.

It is also imperative that the distance between the control valve shaft and the ram cylinder inner attachment mount is at exact service manual spec's for the 1958-1960 year model.
