I found this under the dash near the steering column. I suspect it may be why my turn signals aren't working. But I'm not familiar with this.

Yes it is a relay. Per the wiring contact info in the picture, it is a single pole single throw relay, used to turn on a proposed high current load item/circuit by a low current supply control.
Replacement would be another same type relay with proper load ratings. NOTE it is not a flasher relay, but could control one.
Not knowing the application, am unable to say if it is your problem.

brake lights works
4 way flashers do not work
turn signals no longer work (fuse in glovebox seems intact)
The flasher and relay in the trunk have been replaced by a new solid state unit.

Blower motor does not work
power windows do not work

I never had any of the other issues you reference so not sure they are related.

I'd recommend buying the cd's or books that reference your car to help with the issues. I bought a 69 specific cd rom off eBay and found it very useful. I also got a lot of help from the fine folks here!
I was eventually able to figure out that I needed to replace the column switch. That was after I replaced the trunk sequential unit...

I had signals and 4 ways but no brake lights anymore (they all had worked when I initially bought the car).
It took me a while to figure it out, and years to find a non tilt, non cruise control column switch (the 69 is not shared with any other Ford, nor any other year T Bird).
