Is it a sticky pastey coating? Like maybe a coke spill all over the switches, or a case of leaving the window open in a rain storm and washing all the lint/crap into the switch housing?
I have seen this on many a 64/66 Console switch assembly where the wonderful flat surface had many milkshakes and A n W rootbeers tipped over. When taking a car apart for items, I would find the centre plate glued in place, with a black gooey slime, evidence of OPPsies.

Judging on the rest of the interior, I'd say a mix of Coke, cigarette ash and cookie crumbs. Nice girl but always has car trouble and seems a little short on common sense.
