Powder coat or paint wheels???

I’m thinking about powder coating the wheels on my ’68 restoration project, and want to ask if anyone has had trouble with the hub caps coming off of powder coated wheels.

No, as long as the grippers/teeth on the wheel covers dig into the rim. But depending on what style of cover you have on, especially if it's one of the heavier ones with cast vanes, I'd keep a close eye on whether they're shifting or working their way off the rim due to flexing, especially if using radial tires.
