Think you can reach bulb thru centre clock housing hole with a small hand/arm, but NEVER the Odo unit, unless removed as you say.
It has been at least 20+ years since I had to replace any dash lite bulbs, its amazing when doing the dash speedo re/re to replace all bulbs at that time.
Some people might/can do this. I've never been able to get in there and have room to bend my wrist or fingers. Might as well be wearing a catcher's mitt.

By the way, I checked one of my spare speedo pods and there are 6 (six) bulbs in the body of the unit. All used to light up all of the speedo drum AND odo numbers. The bulbs are located in the back of the body near the top of the housing and are located BEHIND THR NUMBERS
The bulb locations are, #10/#30/#50-60/#70-80/#90-100/#110-120. There is no other lights to illuminate the ODO numbers or any where near them.
If the #110 and #120 are dark then yes the Odo will be dark but if they are lit, then you will not get any more lite, and will be wasting a lot of effort to get in there to get no more lumens.

You do not need to be on the road with the car moving to check. Since the unit works like a thermometer, you see White all across the slot when stopped. This is the best indication of the speedo, as it is brightest. You can compare left to right sides, and possibly see any differences.
In the past I did find that the inside of the Speedo housing, plus the drum yellowed with age, and the bulbs tended to blacken internally reducing their ablity to produce light, all causing a dim dash.
