1960 conv. package tray question

I am replacing the package tray on a 60 conv. Before I install a new one it has to be painted correctly. I believe it should be Body color (Black) on the bottom and interior color (Red) on top. I know the black should be shiny black but is the Red supposed to be mat (flat like vinyl) or shiny? The car was previously restored with the red being a mat finish but I have found numerous things wrong with the restoration and don't want to trust what was done before. Thanks for your help.

A semi-gloss/matte finish would be used for interior surfaces in part to reduce glare. A gloss finish for the surface exposed to the interior when the top is up would not be per factory specs. The underside of the package tray, as you surmise, should be body color. This is covered in VTCI's 1958-1960 Original Factory Specifications manual.
