Idle at 1500 RPM

I just purchased a new Holly Carb. from a T-Bird Vendor and I can't get the engine to idle down to about 500 RPM. It is racing at about 1500 RPM. Pulling any of the vacumn hoses doesn't change it up or down.There is 18 inches of vacumn at the vacumn tube to the wipers. Pulled the vacumn to the distributor and no change in speed. Checked the timing with the distributor vacumn off and it is advanced probably because of the fly weights. This is a 1960 with a 352 V8.
Anyone have a suggestion? Please help.
