Is there a safe way to strip all old paint on a steering wheel?

The original finish on the steering wheel wasn’t paint, they were cast using a colored resin. If yours is painted then the safest way would be to sand it out very carefully. Paint stripper may soften the resin and ruin it.

Greg, the original Mustang steering wheels were constructed as you describe. The early T-Bird steering wheels were made of hard rubber that was painted. The best way to strip it is as you describe. You can pick up a copy of the Jack Turpin guide titled "Steering Wheel Restoration Handbook" that explains how it is done. It takes time to do the job right, so it shouldn't be rushed.
