Is that incorrect, it was manufactured in Detroit?

On the back of the alternator I see a red marked post. Do I attach the Red multimeter led here and the Black on the negative battery terminal? When I did the meter reads 12.6 volts. Should it be 13.6 volts or above? Do I need a new alternator?

I've searched for information on how to remove a '66 steering wheel with cruise control. Everything I have found are instructions for steering wheels w/o cruise control. I want to replace the turn signal switch cam.
Can anyone help me?
