OK. You have a Landau, i.e. no rear windows and no rear windows lockout switch. I incorrectly assumed you had a coupe with the two powered rear windows.

The wire to the oil pressure sender is more or less on the driver’s side of the engine compartment – the power window relay is more toward the passenger side on the firewall near the hood spring I think. And there's the window relay on the firewall that may be bad. You can temporarily, or permanently, jumper it to see it if things work. The windows are powered via a circuit breaker - also powering the horn and power seats if installed. If they do not work, it could be the breaker that's bad. althoug...

You are correct about the Seat Belt light not running thru the dimmer – if it did it would only be illuminated when the lights were on – but it’s on with the lights on or off. If several bulbs are dim, you can likely rule out a bad ground because the bulbs are grounded at different locations.
