Alternately if you're looking for a slightly more difficult approach you can access it by removing the splash shield.

I think some of the parts vendors may carry that tool. maybe try to see if you can turn it with a nickle if it fits. I haven't had to do this yet. I think it unscrews from under the fender to remove it.

Get some good rubber gloves & pull out the fixture. They are kind of a pain, my bulb needs replacing also.
