I've just been thinking about this and I seem to remember (my 64 hasn't been on the road for 4 years) that my vent windows only open about an inch and they are manual. So unless someone has tampered with mine that may be normal?

If your put off by a bad heater core and a few vacuum hoses I'd suggest staying away from any car more than a week old.

The point I was trying to make was "That if you can get a good working 64 Tbird for $800 then go for it". A lot of shiiite parts cars sell for around $1500.

If as you describe then $800 is a good deal. As stated you will need to do some work to get it mobile but all sounds doable. I've seen parts cars selling for $1500, so some profit could be made.
