I did my trans some 7years ago so hopefully my memory is good.
Have the bands been adjusted. One is inside (difficult) and one outside.
If I remember correctly the modulator is adjustable. Could be the governor?
And finally hydraulic oil pressure.

On my 64 the cover plate was just plain steel and developed a pin hole leak. Although I had a spare pump I thought I would have a go and replace the cover and gasket. That didn’t work because every bolt holding the cover sheared off.
So, out with the new pump and away I went.
